Last week, I wrote about The Danger of the One True Hierarchy in MDM. That piece was really about control. More to the point, it was about what happens when we confuse consistency with usefulness. A hierarchy can be clean on paper and still fail in practice if it does not reflect how the business actually works.

This week, the same pattern shows up again in a different form.

You can build a polished MDM solution. You can improve match rules. You can reduce duplicates. You can raise completeness scores. You can even get the golden record into much better shape than it was six months ago.

And still fail.

Why? Because the real test is not whether the data looks better inside the hub. The real test is whether people and systems actually use it.

That is why adoption is the real KPI of MDM.

Why Adoption Is the Real KPI of MDM

Most MDM programs tell their story through data quality.

They show fewer duplicates.

They show better completeness.

They show better validation rates.

They show cleaner survivorship outcomes.

Those metrics matter. They are not fake. They are not useless. But they are incomplete.

A clean record that nobody trusts is not a win. A governed workflow that teams avoid is not a win. A hub that gets praised in steering committee meetings but ignored in day to day operations is not a win either.

That is the blind spot.

Too many MDM efforts stop at technical improvement and call it success. The business, meanwhile, keeps doing what it did before. Sales exports data into spreadsheets. Finance keeps its own rollups. Operations builds side tables to fill in missing context. Integration teams bypass the mastered view because the source system feels faster or more familiar.

At that point, the MDM program may be alive, but it is not actually leading anything.

If you want to know whether MDM is working, do not start with, “How clean is the data?”

Start with, “Who is using it, where, and for what?”

That question gets closer to the truth.

The Problem: We Measure What’s Easy, Not What Matters

Data quality is easy to measure because systems are good at counting defects.

You can count nulls.

You can count duplicates.

You can count rule violations.

You can compare one month to the next and build a nice chart.

It feels solid. It feels objective. It gives leaders something neat to review.

Adoption is messier.

Adoption touches people, workflows, habits, trust, and system design. It sits at the point where business process meets data architecture. That makes it harder to report, so many teams avoid it. They stay with the numbers that are easy to pull.

But what is easy to measure is not always what matters most.

I have seen environments where the mastered data was much cleaner than the source systems, yet the business still worked around it. Not because users were stubborn. Usually there was a reason. The hub was slower. The process was harder. The mastered view lacked a field they needed. The stewardship cycle took too long. Or the team had already been burned once and never fully came back.

From the MDM team’s point of view, the numbers looked better.

From the business point of view, the safer move was still to avoid the system.

That is the problem with measuring only technical quality. It tells you whether the records improved. It does not tell you whether the organization changed.

And MDM is not just a record problem. It is an operating model problem.

What Adoption Actually Means

When people hear “adoption,” they often think of simple usage.

How many users logged in.

How many searches were run.

How many API calls hit the platform.

That is part of it, but only part.

In MDM, adoption means something deeper. It means the mastered data has become part of how work gets done.

I think of adoption in three layers.

The first is use. People or systems interact with mastered data in a real way. They look things up. They submit changes. They consume mastered records in applications, reports, and services.

The second is dependence. Business processes start to rely on the mastered data. If the MDM service fails, something meaningful slows down or breaks. That may sound negative, but it is actually proof that the mastered data matters.

The third is trust. People believe the data is worth using. They do not instinctively double check everything against some private spreadsheet or old source extract. They may still question individual records, but they do not reject the system as a whole.

Those three layers do not always move together.

You can have use without trust. That usually looks like a team being forced to interact with MDM while constantly overriding fields or complaining about bad results.

You can have trust without much use. That often happens when people say the mastered data is helpful but it is not yet embedded in the actual workflow.

You can have dependence without trust too. That is the most painful version. Teams are stuck with the platform, but they do not believe in it. So every issue turns into frustration.

Real adoption happens when use, dependence, and trust start to line up.

That is when MDM stops being “the data team’s thing” and becomes part of the way the business operates.

Why Data Quality Alone Fails as a KPI

There is nothing wrong with data quality metrics. The problem is putting them on the throne.

They are supporting indicators. They are not the final measure of success.

Here is why.

First, quality does not automatically create trust.

You can improve match logic, tighten survivorship, and standardize attributes, but users still judge data through lived experience. If they open a record and the parent rollup is wrong, or the segment is stale, or the ownership does not match what they know from the field, they do not care that your completeness score improved from 91 percent to 97 percent. In that moment, trust goes down, not up.

Second, quality does not change behavior on its own.

This is a big one. Teams build habits around systems. Once they learn to work around a weak data environment, those workarounds harden. People create local reports, manual checks, shared files, and quiet side processes. When the data gets better, those habits do not disappear just because the MDM team says the platform has improved.

Behavior changes when the better data becomes easier to use and safer to rely on than the workaround.

Third, quality without usage produces no meaningful return.

If mastered data is never used in onboarding, billing, planning, service, reporting, or integration, the organization does not get the value. The hub may be healthier. The program may be technically cleaner. But the business outcome never lands.

That is the hard truth.

An MDM program creates value when mastered data changes decisions, reduces friction, cuts rework, and improves process outcomes. If those things are not happening, then quality improvements are still just preparation.

Important preparation, yes. But still preparation.

The Metrics That Actually Matter

If you want to treat adoption as the real KPI, you need to measure it directly.

That does not mean you throw away data quality metrics. It means you stop treating them as the headline.

Here are the categories I would focus on first.

1. Usage Metrics

Start with the simplest question. Is the mastered data being touched?

That can include unique users in stewardship workflows, queries against mastered views, calls to master data APIs, or systems consuming published master records. The specific metric depends on your architecture, but the idea is the same. You want evidence that the mastered data is part of actual activity.

Usage alone is not enough, but zero usage is a loud signal. If a mastered domain exists and almost nobody interacts with it, that tells you something important right away.

It is also worth separating shallow usage from meaningful usage. A user opening the screen once a week is not the same as a process depending on the mastered record every day. A thousand API calls from a test harness are not the same as five production systems using mastered IDs to drive transactions.

Not all usage counts equally.

2. Workflow Integration

This is where adoption becomes more real.

Ask where MDM is embedded in the business process. Does customer onboarding use it? Does supplier setup depend on it? Are mastered hierarchies feeding planning and reporting? Are downstream systems aligned to the master identifier?

When MDM sits outside the flow of work, adoption stays fragile. Users may admire it from a distance, but they do not need it. The strongest signal is when the mastered data becomes the normal path, not an optional stop.

I would look at how many critical processes use mastered data, how many downstream systems rely on master identifiers, and how often teams still reach back to the source when they should not need to.

3. Behavioral Signals

This is the category many teams ignore, even though it often tells the most honest story.

Behavior reveals trust gaps faster than dashboards do.

Are people exporting data and fixing it offline?

Are duplicates still being created in source systems?

Are business users bypassing governed flows because they take too long?

Are teams maintaining side lists “just to be safe”?

Those are adoption metrics, even if nobody labels them that way.

Every workaround is a signal. Every bypass is a signal. Every private spreadsheet is a signal.

The organization is telling you how much it really believes in the mastered data.

4. Trust Indicators

Trust can feel soft, but it leaves tracks.

You can see it in issue tickets, exception volume, escalation patterns, and feedback from business users. You can see it in how often users ask for source extracts “just to validate.” You can see it in how much explanation a team needs before they are willing to rely on a mastered field.

Trust also shows up in silence sometimes. When people stop arguing about where to get the number, that is trust. When teams stop asking whether a hierarchy is current and just use it, that is trust too.

You do not have to overcomplicate this. Even a small quarterly pulse check with a few targeted questions can surface the truth. Do users trust the mastered data for operational work? Do they trust it for reporting? Do they know where it fits? Do they feel it saves them time or creates extra steps?

Those answers matter more than many teams realize.

A Simple Adoption Score

You do not need a giant maturity model to start measuring adoption.

In fact, too much complexity can slow you down.

A simple score can work well if it forces the right conversations. I would start by rating a mastered domain across four areas:

  • usage
  • workflow integration
  • behavioral alignment
  • trust

Score each from 1 to 5.

A score of 1 means weak and unreliable.

A score of 5 means strong and clearly embedded.

Then average the result.

That gives you a practical baseline. More important, it gives you a way to compare domains and spot where the real drag exists.

For example, you may find a domain with decent usage but terrible behavioral alignment. That usually means people have to interact with MDM, but they still do extra work outside of it. Or you may find a domain with decent trust but low workflow integration. That often means users believe in the data, but the architecture has not yet made it part of the normal process.

The score itself is not magic. The value is in the discussion it forces.

Why is this domain a 2 in trust?

Why is this one a 4 in usage but only a 2 in workflow integration?

What changed since last quarter?

Those are the conversations that lead to useful action.

How to Spot Low Adoption Early

Some MDM programs decline slowly. Others never really take hold in the first place.

Either way, low adoption usually gives itself away before a formal review ever happens.

One early sign is the return of manual work. If teams keep exporting mastered data into spreadsheets, enriching it by hand, and circulating new versions, they are telling you the mastered data is not enough in its current form.

Another sign is duplicate logic. The same rules begin to reappear in reports, ETL flows, semantic layers, or application code. When that happens, the business is rebuilding trust outside the hub.

You will also see it when different teams describe the same entity in different ways, even after the MDM program says the domain is “governed.” That means the standard exists, but it has not been absorbed.

Sometimes the strongest sign is language. Listen for phrases like these:

“We use the hub when we need to.”

“It’s mostly right.”

“Finance has their own version.”

“Operations still checks the source.”

“We trust it for reporting, just not for transactions.”

Those are not minor comments. They are evidence.

Low adoption rarely announces itself with a dramatic failure. More often it shows up as drag. Small drag at first, then bigger drag later. Extra checks. Extra files. Extra meetings to settle data disputes. Once that starts, your MDM program is no longer simplifying the environment. It is becoming one more layer that people have to manage around.

How to Drive Adoption (What Actually Works)

If adoption is low, the answer is not more speeches about governance.

It is also not more dashboards about duplicates.

You have to improve the conditions that make adoption possible.

1. Make It the Path of Least Resistance

This is the first rule.

If the mastered data is slower, harder, or more confusing than the old way, people will avoid it. Not because they are anti governance. Because they have work to do.

Adoption rises when the mastered path is the easiest path.

That may mean better APIs. It may mean cleaner search. It may mean fewer steps in stewardship workflows. It may mean pushing mastered data directly into the tools people already use instead of asking them to jump into a separate platform.

Convenience matters more than many data teams want to admit.

A lot of adoption problems are really usability problems wearing a governance label.

2. Tie It to Real Outcomes

Do not ask the business to care about MDM for its own sake.

Tie it to pain they already feel.

Maybe customer onboarding is slow because legal entities are inconsistent. Maybe finance spends days reconciling rollups because hierarchies drift between systems. Maybe service teams waste time because the same vendor exists under three names.

Start there.

Show how mastered data reduces rework, speeds up a task, or lowers the chance of a costly mistake. When people can feel the benefit in their work, adoption becomes much easier to earn.

Nobody wakes up excited about survivorship logic. They do care about not cleaning the same mess twice.

3. Enforce Through Architecture

At some point, you need more than encouragement.

If every system can still hit the source directly, many of them will. If teams can keep creating local identifiers or private mappings, some of them will keep doing it forever.

This is where architecture has to do its part.

The mastered path needs to be the supported path. That may mean API first access, published mastered views, stricter integration patterns, or removing easy direct access to uncontrolled source data where appropriate.

This should be done carefully, of course. But if the old route stays wide open forever, adoption will stall.

People follow architecture more consistently than policy.

4. Create Feedback Loops

Trust grows faster when users can see that problems get heard and fixed.

If a business user spots a broken rollup, how easy is it to report that? If a steward flags a recurring issue, does it disappear into a queue, or does someone close the loop?

Feedback channels matter because they tell users the platform is alive. More than that, they tell users their experience shapes improvement.

I have seen trust rise sharply just because teams started publishing short updates like, “Here are the top issues reported this month, and here is what changed.” That sounds simple, but it changes the feel of the program. It stops being a distant data initiative and starts feeling like a service the business can actually influence.

5. Deliver One Visible Win

Do not try to win the whole war at once.

Pick one domain, one workflow, or one recurring pain point. Fix it well. Make the improvement visible. Then tell the story clearly.

Maybe billing errors drop because customer classifications stop drifting. Maybe territory planning gets easier because the hierarchy finally matches how the business sells. Maybe a service team stops maintaining a side spreadsheet because the mastered contact view becomes reliable enough to trust.

That visible win matters because adoption spreads through evidence.

People come around faster when they see a peer team getting relief from a problem they recognize.

A Quick Case Example

Imagine a company that builds a customer hub.

The technical work is solid. Match rules improve. Survivorship is more consistent. The hub creates a better mastered record than any source system can provide on its own.

The MDM team presents strong numbers. Duplicate rates are down. Attribute completeness is up. Standardization has improved.

On the surface, the program looks healthy.

But six months later, sales is still exporting customer data from CRM for account planning. Finance is still maintaining a separate list for rollup reporting. Operations uses a local mapping table because regional ownership in the hub is not updated quickly enough for day to day needs.

What happened?

The data got better, but the workflow did not change.

The hub was treated as the improvement. In reality, the improvement only begins when the hub becomes part of the operating process.

Without that shift, the organization now has two things instead of one. It has better master data in one place and old habits everywhere else. That is not transformation. That is duplication with nicer documentation.

The Real Shift

This is the shift I think more MDM teams need to make.

MDM is not just a data cleanup effort. It is not just a governance structure. It is not just an architecture pattern either.

It is a change in how the organization works with shared business entities.

That means the final measure of success cannot stop at record quality. It has to include behavior, usage, dependency, and trust.

A mastered customer domain is successful when teams rely on it without hesitation.

A mastered product domain is successful when planning, reporting, and operations stop fighting over which version is right.

A mastered supplier domain is successful when the business no longer needs five side processes to compensate for weak identity and ownership.

That is the shift.

Stop treating MDM success as “the hub is cleaner now.”

Start treating success as “the business actually runs through the mastered data.”

That is a much higher bar. But it is the right one.

Where to Start

If your MDM program feels technically sound but adoption still seems thin, do not start with another architecture deck.

Start with a baseline.

Pick one domain. Measure usage. Look for workarounds. Ask a few direct trust questions. Map where the mastered data is in the workflow and where it is not. Then identify the biggest point of friction keeping teams from relying on it more fully.

Maybe the issue is speed.

Maybe the issue is access.

Maybe the issue is stale attributes.

Maybe the issue is that nobody ever changed the downstream integration path.

Find that point and work on it first.

You do not need a perfect enterprise wide model on day one. You need one real improvement that moves a domain from admired to used.

That is how adoption grows.

Final Thought

MDM programs rarely fail because somebody forgot to define survivorship.

They fail because the mastered data never becomes the natural source people trust and use.

The records may improve.

The governance model may improve.

The platform may improve.

But if behavior does not change, the value does not land.

That is why adoption is the real KPI.

Not because data quality does not matter. It does.

But because data quality is only the setup. Adoption is the payoff.

If you want to know whether your MDM effort is working, ask the harder question.

Not, “Is the data cleaner?”

Ask, “Has the business changed how it works because this data exists?”

That answer will tell you far more than any duplicate chart ever will.
